Your broadcast stopped at 250 messages, and it is not a glitch
A company has connected official WhatsApp, collected a customer base and prepared a promo template. The first broadcast goes out and then stops. The report says: 250 delivered, the rest not sent. The agent clicks "Retry", and nothing happens. The next day, the same story.
Nothing is broken. This is Meta's starting limit for a new business account: 250 unique recipients in a rolling 24 hours. You cannot lift it with money or a higher plan. It is lifted by confirming your company, the very business verification most people put off "for later".
Let's go through it step by step: what Meta checks, which documents work for Kazakhstan LLPs and sole proprietors, how long the review takes and the most common reasons for rejection.
What business verification in Meta means, in plain words
Business verification is a check in which Meta makes sure your business portfolio belongs to a legally registered entity and that you are authorized to represent it.
Meta checks exactly two things:
- The company officially exists. It is registered with government authorities and has an official phone number or mailing address.
- You are connected to it. You prove this with a code sent to the company's business phone or email, or by verifying your website domain.
A business portfolio is everything a company owns on Meta platforms: Facebook Pages, Instagram accounts, ad accounts, product catalogs and the WhatsApp Business account. Verification confirms the entire portfolio, not a single number or a single page.
Do you need verification for WhatsApp Business API?
Not for the first launch. You can connect official WhatsApp and start replying to customers without verification: it takes 15 minutes, and incoming conversations work right away.
Verification becomes necessary when your business outgrows the starting limits. Meta explicitly lists the WhatsApp Business Platform among the products that may require business verification, and in the documentation on limits, verifying your business comes first in the list of ways to increase the limit.
| Works without verification | Requires a verified business |
|---|---|
| Replies to customers within the 24-hour customer service window | More than 250 unique recipients per day |
| Receiving leads from ads and your website | Broadcasts to your existing customer base |
| Sending templates within the starting limit | Further automatic limit increases |
A simple rule: if you only reply to incoming messages, verification can wait. If you plan to message customers first, start it right after connecting, because Meta does not decide instantly.
Which documents work for LLPs and sole proprietors in Kazakhstan
Meta does not publish a fixed list of documents by country: the requirements differ and change. But the logic of the check is the same: the document must show the official company name and details that match what you entered in the form.
For businesses in Kazakhstan, these are usually documents that show the legal name and the BIN or IIN:
| Business type | What proves registration |
|---|---|
| LLP (TOO) | Certificate of state registration of a legal entity, articles of association, VAT registration certificate, a document showing the BIN |
| Sole proprietor (IP) | Notification (coupon) of the start of business as a sole proprietor, a certificate from egov.kz, a document showing the IIN |
The key requirement is not the type of document but matching details. Three fields must be identical in the form, in the document and on the website:
- Official name. Not the brand or the shop sign. If the documents say "TOO Ak Niet", the form must also say "TOO Ak Niet", not "AkNiet Store".
- Legal address. In full, down to the city and postal code.
- Company phone. Meta must actually be able to call it or send a code to it.
There is a separate requirement for the website: it must open over a secure protocol, with an address starting with https://. A site on http, a site "under construction" or one that cannot be reached from abroad is a common reason for rejection.
If you pay Meta for ads on a monthly invoice (a credit line), you may not need to submit documents at all: the form is filled in with your credit line details. Very few businesses have this option, but it is worth checking: it saves weeks.
How do you pass Meta business verification for WhatsApp Business API?
In short: in the Security Center of your business portfolio click "Start verification", enter the company's legal details exactly as in the documents, confirm your connection to the company with a code or your domain and wait for a decision for up to 14 business days. The six steps in detail are below.
The whole process takes place in the Security Center of your business portfolio. Only a person with full control of the portfolio can start it: an employee with limited permissions simply will not see the button.
- Open the Security Center in Meta Business Suite and click "Start verification". If you see "Not eligible for verification" instead of the button, your portfolio does not need verification right now or it is started from somewhere else: wait for an email or notification from the product that requires it.
- Enter your business details: official name, address, phone and website. Check them against your registration documents, not your memory.
- Confirm your company from the list. Meta shows organizations found in public registries. If yours is not there, click "My business isn't listed" and upload documents: a license, articles of association or another official registration document.
- Choose how to confirm your connection to the company: an email to your business address, a phone call, SMS, a WhatsApp message, or domain verification via a meta tag or DNS record.
- Enter the code from the email, call or message, or wait for the domain check.
- Submit the application and wait for a decision. You will see a confirmation that it has been received.
⚠️ After submitting, do not edit your business details. Any change sends you back to the start of the review: the clock resets.
How long Meta takes to decide
The review can take up to 14 business days. On the calendar, that is almost three weeks. Some applications are closed within a couple of days, but you should plan for the maximum.
The practical takeaway is simple: if you have a sale and a broadcast planned for November, submit your documents right after connecting your number, not at the end of October. The result arrives by email and as a notification in your account.
The most common reasons for rejection
A rejection does not block your account: you can apply again once you fix the cause. These are the things that regularly lead to it:
| Reason | How to fix it |
|---|---|
| The name in the form does not match the document | Enter the legal name letter for letter, including the legal form |
| The address is shortened or outdated | Take the address from the registration certificate and enter it in full |
| The website runs on http or does not open | Install a certificate and check that the site is reachable from outside |
| The phone does not answer or the code does not arrive | Enter a working number you can access right now |
| The document is unreadable: a screenshot, cut-off edges, glare | Send a full scan or a straight photo of the whole page |
| Company details were changed during the review | Leave the details alone while the review is in progress |
A separate warning from Meta itself: trying to verify a business you are not authorized to represent, or bypassing the check in some other way, is not a "grey area" but grounds to stop the verification, revoke a status already granted and take action against the account. Someone else's documents and "purchased" business managers cost more than they seem.
What verification gives you: a 2 000 limit and further growth
Once your business is verified, the messaging limit rises from 250 to 2 000 unique recipients in 24 hours. An alternative path to the same number: deliver 2 000 messages outside the customer service window within a rolling 30 days using high-quality templates, but this takes noticeably longer and requires activity you have already built up.
After that, the limit grows on its own. Meta raises it by one tier when two conditions are met: messages are sent with high-quality templates, and over the last 7 days the company has used at least half of its current limit. If the criteria are met, the new tier is enabled within six hours.
| Tier | Unique recipients in 24 hours | How to get it |
|---|---|---|
| Starting | 250 | Right after connecting |
| Second | 2 000 | Business verification |
| Third | 10 000 | Automatically, based on quality and limit usage |
| Fourth | 100 000 | Automatically |
| Maximum | Unlimited | Automatically |
An important detail that companies with several numbers forget: the limit applies to the whole business portfolio, not to each number separately. Two numbers in one portfolio share a common limit, and an active broadcast from one can eat up the daily allowance of the other. A detailed breakdown of tiers and number quality is in the documentation: WABA messaging limits, tier and number quality.
What verification does not give you
Two expectations that will not come true, and it is better to know about them in advance.
You will not get a blue badge. Business verification and the verified badge are different things. Meta states it directly: business verification does not entitle you to the badge, which is a separate process with its own criteria.
There is no immunity from bans either. A verified business loses number quality and gets restrictions in exactly the same way if people complain about its messages and tap "Block". Verification unlocks volume, and relevant texts and a careful frequency are what keep it. What happens when this rule is broken is covered in the article why WhatsApp bans business numbers.
One more thing to keep in mind when planning your budget: from 1 October 2026, pricing for service messages changes. The details are in a separate article on how WhatsApp service messages become paid.
The right order: connect first, then documents
Verification is completed by the company, not by the service, but it makes sense to start it once the number is already working. By then the business portfolio exists, the number is linked, and there is nothing to guess in the form.
A working sequence looks like this:
- Connect your official number: 15 minutes with the step-by-step WABA connection guide. If the number already lives in the WhatsApp Business app and you cannot lose your chat history, use connection via Coexistence.
- Submit verification documents right away: while your agents are getting used to the chats, the application is already under review.
- Prepare templates so you have something to send once the limit is lifted: see how HSM templates and message scenarios work.
- Calculate your budget: pricing for official WhatsApp and message costs are covered in the article how much WhatsApp Business API costs in Kazakhstan.
Official WhatsApp in WazzaBee costs $68 per month per line, and messages are paid separately at Meta rates. Business verification itself is free: Meta charges nothing for it, neither to the company nor to the partner.
