On July 1, 2026, Meta updated pricing on the WhatsApp Business Platform. This is a scheduled quarterly update, and there are no more than four of them a year. Some markets were affected, others were not. Here is an honest breakdown: what exactly changed, how much one message to a customer in Kazakhstan costs today in tenge, and what changed on October 1, when the changes hit Kazakhstan directly.

    How Meta charges: the essentials

Since July 1, 2025, WhatsApp Business API has used a per-message pricing model (previously you paid for a whole 24-hour conversation). Until October 1, 2026, the rule was simple: you were charged only for a delivered template message. The rate depends on two things: the template category and the recipient's country code.

Meta did not charge for anything else, but from October 1, 2026, part of this became paid in Kazakhstan:

    • regular non-template messages (text, photo, file, voice) inside an open customer service window were free from November 2024 and became paid on October 1, 2026;

    • utility templates sent in reply to a customer message inside the window were free from July 2025 and also became paid on October 1, 2026;

    • incoming messages from customers: Meta charges nothing for them;

    • everything sent within 72 hours after a customer reaches you through a click-to-WhatsApp ad is a free entry point, and it remained free after October 1, 2026.

    Four template categories

    CategoryUsed forWhen it is paid
MarketingPromotions, discounts, new products, re-engaging your customer baseAlways
UtilityOrder status, appointment reminders, receipts, deliveryAlways: from October 1, 2026, also inside the 24-hour window
AuthenticationVerification codes, one-time passwordsAlways: from October 1, 2026, also inside the 24-hour window
ServiceLive chat between an agent and a customerPaid from October 1, 2026, see details below

The category is assigned by Meta's review, not by the business. If you add "and we also have a 20% discount" to a utility template about order status, the template moves to marketing and the price goes up several times. We covered how to write templates that pass review and stay cheap in our guide to HSM templates.

The 24-hour window: what changed on October 1, 2026

As soon as a customer messages you first, a 24-hour customer service window opens. While it is open, you can send regular non-template messages. Until October 1, 2026, these messages, utility templates and authentication templates inside the window were free from Meta, and from October 1, 2026, they are paid. Meta has a free allowance of 1,000 service messages per month per number; at WazzaBee, the first 1,000 replies in the window per month per number are charged at the minimum rate, and the rest at the full rate. Every new customer message extends the window by another day.

Once the window closes, you can only write with a template. Hence a simple rule: say everything you can to the customer while they are still in the chat, not two days later in a separate broadcast.

What exactly changed on July 1, 2026

Meta moved six markets out of the general regional groups and gave them their own rates, and raised marketing prices in three countries:

    CountryWhat changed
PolandOwn rate instead of the regional one: prices dropped in all categories
Romania, HungaryOwn rate: utility and authentication became more expensive
Hong Kong, Singapore, QatarOwn rate: utility and authentication became more expensive
Italy, Spain, United KingdomMarketing became more expensive

Kazakhstan is not on this list: Meta's rates for Kazakhstan numbers did not change on July 1. Kazakhstan is not part of any named region in Meta's rate card, so it is billed under the base "Other" group, the one that covers every country not listed separately.

How much a message costs in Kazakhstan: prices in tenge

Below is the cost of one message in tenge under Meta's rates for Kazakhstan numbers. Exchange rate: $1.10 per dollar, with no separate currency markup.

Message typePrice per messageWhen it applies
Marketing$0.086Any broadcast, promotion or re-engagement, always paid
Utility≈ $0.0286Order, appointment or payment notification, inside or outside the 24-hour window
Verification code (OTP)≈ $0.0286Account login, transaction confirmation, inside or outside the window
Reply to a customer in the 24-hour window$0.0286Live agent chat while the window is open
Incoming from a customer$0.0021Every message a customer sends you

Plus the platform subscription: $68 per month on the ENTERPRISE plan, with broadcasts, CRM integrations and API; messages are paid on top of the subscription. Paying for six months or a year gets you a discount. We described everything the plan includes in "How much does WhatsApp Business API cost in Kazakhstan".

Example 1. Online store with broadcasts

    Expense itemMonthly volumeAmount
Marketing broadcast to the customer base1 000 messages$88
Order notifications outside the window500 messages$9.66
    Agent chats in the 24-hour window2 000 messages$6.81
    Incoming from customers3 000 messages$6.89
    Subscription-$68
    Total≈ $178

Example 2. Service company without broadcasts

    Expense itemMonthly volumeAmount
Appointment reminders outside the window300 messages$5.79
    Chats in the 24-hour window1 500 messages$5.10
    Incoming from customers2 000 messages$4.60
    Subscription-$68
    Total≈ $82

The difference between the examples is more than twofold, and all of it comes from marketing. The main takeaway on costs: what is expensive is broadcasting to a cold base, not talking to your customers.

    Volume discounts

For utility and authentication messages, Meta offers lower rates at high monthly volumes: the more you send in a given "country + category" pair, the cheaper the next messages get. The counter resets on the first day of each month, and marketing gets no volume discounts at all. If you send tens of thousands of notifications a month, write to us and we will calculate your case separately.

What changed on October 1, 2026: this one affected Kazakhstan directly

From October 1, 2026, Kazakhstan has been moved out of the general "Other" group into a separate market, together with Ukraine, Kuwait, Oman and Morocco. For these countries Meta announced in advance higher rates for utility and authentication messages, plus a separate, more expensive rate for international authentication, and these changes took effect on October 1.

Meta published the new rates in advance, and the prices in the table above follow the rates in effect from October 1, 2026.

The second change this autumn: service messages (the same live chat between an agent and a customer) are no longer free from Meta. The updates took effect on August 1 and October 1, 2026: regular messages inside the 24-hour window and utility templates in the window are now paid. We covered this separately in "From October 1, 2026, WhatsApp service messages became paid", along with tips on how to reduce costs.

How to pay less: five methods that work

    • Resolve questions while the 24-hour window is open. Resolve everything you can in the current chat right away: inside the window a message costs $0.0286, while the same question handled by a broadcast two days later costs $0.086.

    • Do not turn utility templates into ads. One line about a promotion in a delivery notification moves the template to marketing: that is the difference between 9 and 40 tenge.

    • Combine notifications. Three messages, "order received", "order packed", "order handed to the courier", can often be merged into one informative message.

    • Clean your base before a broadcast. You pay for delivery, not for responses: a thousand messages to dead contacts means $88 wasted.

    • Use MM Lite for marketing. It is a separate Meta channel for broadcasts with better deliverability. We described how to enable it in our article about MM Lite.

    Summary

The July 1, 2026 update did not affect Kazakhstan: a message to a customer in Kazakhstan costs $0.086 for marketing and about $0.0286 for utility, a message in an open window costs $0.0286, and an incoming one costs $0.0021. From October 1, 2026, Kazakhstan became a separate market with higher rates for utility messages and verification codes, and messages inside the 24-hour window became paid at Meta.
