From 1 October 2026 Meta charges for every message you send to a customer on WhatsApp. That includes an ordinary agent reply in a chat — the one that costs next to nothing today. If you run active conversations, your monthly bill will grow noticeably, and it is better to know now than on the first of the month.
Let's go through it calmly: what exactly Meta is changing, what it will cost a business in Kazakhstan, and what you can do today to pay less.
What Meta is changing on 1 October 2026
There are three changes, and all of them are published in Meta's official pricing calendar.
1. Conversations inside the 24-hour window are no longer free. Today, when a customer messages you first, a service window opens for 24 hours and Meta does not bill replies inside it. From 1 October every agent reply counts as a separate paid message at the market rate.
2. Utility templates inside the 24-hour window become paid too. An order confirmation sent in reply to a customer message used to be free. Now it is billed like everything else.
3. Kazakhstan is now a separate market. Until October, Kazakhstan numbers were billed under the general "Other" group at a low rate. Kazakhstan now has its own rate, and for utility messages and authentication codes it is more than twice as high as before.
Marketing broadcasts are not affected — that rate stays the same. Meta does not charge for inbound messages from customers, either now or after October.
The new prices in tenge
These are the final prices for Kazakhstan numbers: this is what is deducted from the line balance per message.

The key figure is the outgoing reply. It becomes almost nine times more expensive, and it will define your new bill, because replies are what a conversation mostly consists of.
Why the balance will run out faster
Because every message sent is now counted, not the conversation as a whole. Look at a typical online-shop exchange:

The same conversation, the same seven messages — but the bill is seven times higher. Note the first reply: "Hello!" sent as a separate message now costs exactly as much as a detailed answer about the product.
What it adds up to per month
Take a shop that handles 300 conversations a month and replies four times in each:
Before: 1,200 replies × 1.48 ₸ = 1,776 ₸
After: 1,200 replies × 13.71 ₸ = 16,452 ₸
That is about 15,000 ₸ more per month for the same amount of work. The busier your correspondence, the bigger the increase, so it is worth recalculating your October budget in advance.
The line subscription does not change: 29,900 ₸ per month, as before. The new rates apply only to the line balance that pays for messages.
How to pay less
You cannot change Meta's rates, but you can change how many messages you send. A few habits that genuinely cut the bill.
Do not split a reply into several messages. Writing "Hello", "One moment, let me check" and "Yes, it's in stock" as three separate lines now costs 41.13 ₸ instead of 13.71 ₸ for one. Put the thought into a single message and the bill drops threefold.
Bring customers in through WhatsApp ads. From 1 October 2026: if someone messages you by tapping "Message on WhatsApp" in an ad, Meta charges nothing for delivery for the next 72 hours — neither for the conversation nor for templates. During that window only a 1.48 ₸ service fee is deducted per message instead of 13.71 ₸. The clock starts from your first reply, so replying promptly pays off. One important detail: Meta counts this window only when the person taps the button on a phone — Android or iPhone. A click from a computer or the web version does not open it, and those messages are billed at the normal price.
Review your auto-replies and bots. If a scenario sends a greeting, then a menu, then a hint, that is three paid messages before a human even joins the conversation. Keep the one that is actually useful.
Use buttons in templates. When a customer picks an option by tapping instead of typing, you do not need follow-up questions. One template with buttons saves two or three messages of conversation.
Close the question in one go. A long "bit by bit" exchange across the day costs more than one thorough answer. Say it all at once: what is in stock, what it costs, how to pay.
Reconsider your one-time passwords. WhatsApp used to be noticeably cheaper than SMS for login codes. From October the gap narrows — if you send a high volume of OTPs, it is worth comparing the channels again and keeping WhatsApp where deliverability and brand recognition matter.
What to do before 1 October
Measure your volume. The Channels section of your account shows last month's charges. Multiply your outgoing messages by 13.71 ₸ to get the new bill.
Check your auto-reply scenarios. Remove extra messages, merge short lines.
Budget for October. If the line balance falls below −200 ₸, outgoing messages stop, and broadcasts will halt at the worst possible moment.
Brief your agents. The rule "one message instead of three" saves more than any setting.

We allow a debt of up to −200 ₸: while the balance is above that mark, everything works as usual. Below it, outgoing messages stop being sent, but inbound messages still arrive and the line is not disconnected. Top up and sending resumes immediately.
Is it true that conversations with customers from ads are cheaper?
Yes, from 1 October 2026. When a customer arrives through a "Message on WhatsApp" ad, Meta charges nothing for delivering messages to that person for 72 hours. During that window only a 1.48 ₸ service fee is deducted per message instead of 13.71 ₸. The countdown starts from your first reply, so it pays to answer quickly. Once the 72 hours are over, the price returns to normal. There is one condition: the customer must tap the button on a phone (Android or iPhone) — a click from a computer or WhatsApp Web does not open the window.
